1. Govt accepts 14th Finance Commission recommendations i. 14th Finance Commission, which was headed by former RBI Governor Y.V. Reddy, recommended that the share of states in the centre's tax revenue be increased from 32 percent to 42 percent. ii. The recommendations of the commission has accepted by the centre. Y.V.Reddy iii. The recommendation is for the five-year period 2015-16 to 2019-20.  iv. As per the increased devolution suggested in the report, the states will get Rs 3.48 lakh crore in 2014-15 and Rs 5.26 lakh crore in 2015-16. 2. Highlights of the new Land Acquisition resettlement and rehabilitation (LARR) Bill

Compensation :   Given the inaccurate nature of circle rates - four times the market value in rural areas and twice the market value in urban areas.  Resettlement and Rehabilitation:    This is the very first law that links land acquisition and the accompanying obligations for resettlement and rehabilitation. Over five chapters and two entire Schedules have been dedicated to outlining elaborate processes (and entitlements) for resettlement and rehabilitation. 1. Copies of six Ordinances laid in Lok Sabha i. Copies of six Ordinances promulgated recently on issues such as land acquisition and coal were laid in the Lok Sabha . ii. The government intends to get bills passed on these Ordinances which will expire before the end of the first part of the Budget session on March 20. iii. The six Ordinances include those on land acquisition, FDI in insurance, auction of coal blocks, e-rickshaws, mines and minerals and amendment to Citizenship Act by merging the status of OCI and PIO Cards. iv. The Ordinance on coal has been re-promulgated. While Ordinances on land and e-rickshaws are new, bills are pending on other issues in Parliament. v.
